Gabriel Rojas
Director, Center of Excellence
Gabriel Rojas leads Prison Fellowship International’s Centers of Excellence, based in Colombia, where he develops and tests evidence-based program models that strengthen ministry effectiveness across PFI’s global network. His work guides program design, evaluation research, and cross-functional collaboration to equip National Ministries with practical tools and scalable best practices.
With more than fifteen years of experience, Gabriel is passionate about PFI’s mission and pulls from his background in transitional justice and peacebuilding. Gabriel has held roles at the United States Institute of Peace, the U.S. Embassy in Bogotá, the International Center for Transitional Justice and the United Nations High Commissioner for Refugees. In Colombia, he contributed to designing restorative sanction frameworks for the transitional justice tribunal and received the Simón Bolívar Journalism Award for his investigative reporting on macro-criminality.
Gabriel holds a Ph.D. in Law from Universidad de los Andes, a M.Sc. in Political Theory from the London School of Economics and a master’s degree in Philosophy, along with undergraduate degrees in Philosophy and Literature. He has published extensively on justice and peacebuilding, taught graduate-level law for more than a decade, and lives in Colombia with his partner and two children. He enjoys cycling, films, literature and spending time outdoors.
